Each year the International Forum for Child Welfare (IFCW) holds an international conference known as the WorldForum, which is co-hosted by one of its member organisations. The 19th WorldForum is being held in Cardiff, Wales and is being co-hosted by Children in Wales. The broad theme of the WorldForum 2008 is ‘Early Intervention and Prevention’.

Safer Internet Forum

Argument
The Safer Internet Forum is a European discussion forum for representatives of industry, law enforcement authorities, child welfare organisations and policy makers to exchange experience and knowledge. It provides a platform for national co-regulatory or self-regulatory bodies to discuss ways in which industry can contribute to creating a safer online environment for children and fight against distribution of illegal content, such as child abuse material. Information on the topics of age verification, cross media rating and classification, and online social networking will be also collected through a public consultation, lauched by the European Commission. The purpose of the public consultation is to gather the knowledge and views of all relevant stakeholders (including public bodies, child safety and consumer organisations, industry). International Interdisciplinary Course. Children’s Rights in a Globalized World: From Principles to Practice

Argument
The International Interdisciplinary Course Children’s Rights in a Globalized World: From Principles to Practice wants to make an active contribution to the proliferation and promotion of the CRC and its underlying values and aims at critical refection on children’s rights. Co-hosted by Children in Wales (Eurochild member) at the City Hall of Cardiff, Wales/UK. This conference will explore and share knowledge and information on promising practices and innovative approaches to Early Intervention and Prevention. Presentations and Workshops will highlight practical and evidence-based solutions. After a multidisciplinary introduction to children’s rights, with a particular focus on the CRC, implementation strategies and methodologies will be explored. Six broad themes will be addressed from a children’s rights perspective: education, health, child protection, poverty, child labour and migration.

Stockholm, 8-10 September 2008

Building a Europe for and with children – Towards a strategy from 2009-2011

Argument
In the framework of the Swedish chairmanship of the Committee of Ministers and with the support of the Nordic Council of Ministers, the Council of Europe and the Swedish Government will jointly organise a conference in Stockholm, to be held from 8-10 September 2008 on the theme of “Building a Europe for and with children – Towards a Strategy for 2009-2011”. The conference will gather representatives from governments, international organisations and institutions, NGOs and professional networks, parliamentarians, local authorities, ombudspersons, judges and children’s advocates as well as young people. Three technical seminars will be held on the first day followed by high level plenary sessions on days two and three.

Children’s Rights and Participation: What Preconditions? What Rights? What Outcomes? What Next?

Children and young people have been working with the Children’s Rights Alliance for England’s Get ready for Geneva project to campaign for children’s rights in England to be respected and better protected. Through the project, children and young people are being engaged in the United Nations reporting process for the Convention on the Rights of the Child, and supported to bring about real and lasting change in their lives, their communities, and in public policy. Get ready for Geneva is led by children and young people, who are fully involved in its design, delivery and evaluation.

Colloque Europeen: ‘International Family Mediation, an asset for Europe’

Argument
The progressive internationalisation of family ties as well as the complexity caused by geographical isolation and legal, linguistic and cultural differences can exacerbate conflicts and disputes when parents live in two different countries. International co-operation plays a key role in efforts to preserve children’s ties with both their parents and avoid dramatic cases of international abduction. In collaboration with Rescif, a French association, which provides services and training in family mediation, the Council of Europe has decided to organize an event on this issue, in order to mark the tenth anniversary of Recommendation (98)1 of the Committee of Ministers on family mediation and the recent drawing up of guidelines in this field.
The conference will discuss on the current practices of the partners involved in the process, the role of the children, the skills which family mediators should be learning and the needs to be done to foster the growth of family mediation in Europe.

Participation Works will be delivering a Building a Culture of Participation course.This course aims to equip individuals with basic theory and practical approaches to participation, to help them build a culture of participation.Building a Culture of Participation explores how an organisation’s culture can be established to support children and young people’s active and meaningful participation across the organisation The course is supported by an in-depth research and handbook, which was originally created by the National Children’s Bureau and PK Research Consultancy for the DCSF. It is based on developing skills and knowledge in participation, involving self and organisational analysis as well as action planning. This course may lead on to gaining one to one advice and support from an approved Participation Works consultant.

Policies for Today's Families: Towards a Framework for Assessing Family Policies in the EU

Argument
The purpose of this seminar is to start building a solid platform for mutual learning in the area of family policies. The focus will be on the most relevant comparative data describing the outcomes and policy inputs. This should help build a framework which will allow policy makers in the Member States to assess their own policy mix by reference to that of other countries, thus allowing them to identify scope for improvement and, possibly, find the most effective policy instruments. The seminar is an opportunity to look at work in progress and in particular the joint OECD/Commission project aimed at developing a framework for assessing family policies linked to the OECD's family database. The seminar will also bring together the members of the Commission's Expert Group on Demography Issues and key stakeholder representatives.

Raise your hand against smacking! A Council of Europe initiative against corporal punishment of children

Argument
The Third Summit of Heads of State and Government of the Council of Europe decided to launch a programme of action to eliminate all forms of violence against children. Corporal punishment is the most widespread form of violence against children, and it is in response to this that the Council of Europe is now launching a Europe-wide initiative calling for its abolition in all settings – schools, penal systems, alternative care structures and the home. This is also concrete follow-up to the recommendations contained in the United Nations Secretary–General’s Study on Violence against Children, which has set 2009 as the target date for achieving universal abolition of corporal punishment.We are basing our actions on three pillars – legal reform, positive parenting and awareness raising – none of which can be neglected if abolition is to be achieved in both law and practice.

Congress session: street children and child in the city

Argument:
Protecting street children: a priority for Europe's towns and cities In the course of its proceedings, the Congress called upon the local and regional authorities and the governments to implement a proper concerted policy to protect street children who are victims of exploitation and violence. Although there are no exact figures for the children affected, the extent of the phenomenon is alarming in European towns. The members of the Congress stressed the need to carry out effective data gathering and to deploy long-term local plans of action. The Congress also welcomed the Programme ''Building a Europe for and with children'' conducted by the Council of Europe, seeking to protect their fundamental rights.
